What is Bill 208?
Bill 208 is a proposed amendment under Alberta's legislative process that would change parts of the Tobacco, Smoking and Vaping Reduction Act. If it moves forward and is passed, it would broaden definitions related to "flavoured vaping products" and "single-use vaping products."
In plain terms, the concern is that this could restrict which flavoured vaping products can be sold legally in Alberta, particularly disposable/single-use vapes and pre-filled cartridges. The details at this stage are still developing through committee and further readings, but the direction of the proposal is what makes it urgent.
What's changing?
Bill 208 works by amending the definitions inside the Act itself. That matters because definitions determine what is considered allowed versus prohibited under the law and future regulation.
What many consumers are worried about is that the proposal could significantly limit flavoured options, especially for single-use formats, while still leaving room for other product types depending on how future regulations are written.
The legislative process
Bills in Alberta typically move through a sequence like this:
- First reading: The bill is introduced.
- Second reading: The main principles are debated, and support/opposition is established at a high level.
- Committee referral: The bill is sent to a committee where it can be studied in more detail.
- Committee work (including testimony): Interested parties can submit briefs and, in some cases, appear to provide testimony.

- Royal Assent: If approved, it becomes law.
